I have a friend coming to DC area and we only have a Monday free to visit Leesburg. I know in some of the small towns in VA, most of the shops are closed on Monday. Can you give me a sense of how many will be open? I am not interested in chain stores/mall, only in the local shops.

Most all of the shops and restaurants in Leesburg are open on Mondays.

There are a lot of shops and great restaurants in Leesburg, but like the last person wrote getting there will be your challenge. You can Uber to the center of town, and if so you can walk to a lot of places from there. If you do go, I'd go to King St Oyster House, or Fire Works Pizza then just explore the antique or clothes shops.
