THE HAGUE, Netherlands (AP) — Former Philippines President Rodrigo Duterte was turned over Wednesday to the custody of the International Criminal Court, following his arrest on a warrant accusing him of crimes against humanity over deadly anti-drugs crackdowns he oversaw while in office.
