A day after getting a boost from the Supreme Court, U.S. foreign aid contractors and grant recipients go before a federal judge on Thursday to try to restore funding halted by President Donald Trump's administration in his drive to shut down American humanitarian efforts globally.

The Supreme Court’s main job is to settle questions of law that arise in “cases or controversies.” But it also supervises the federal judiciary. Sometimes, that means getting outside of the Court’s comfort zone of an orderly appeals process when individual judges single-handedly provoke a separation-of-powers crisis.

The justices split 5-4 on whether to halt a judge’s order to restart nearly $2 billion in State Department and USAID payments for work that has been done.
