When I got my wife’s Nexus 5 a few weeks later, I didn’t give them the IMEI for that device and it worked right away (including LTE) by just giving Consumer Cellular the code printed on the SIM package that I purchased at Target.

However their phones are locked to their network and require a minimum of six months on CC and then the owner has to request an unlock. (I’ve done this multiple times.) Putting the H2O sim in it will tell you whether or not it is sim unlocked.
